Entrusted by Henan Pinggao General Electric Co., Ltd. to conduct a domestic open tender for the procurement and installation of the 110kV oil-immersed power transformer project for Lushan Xinji 40MWp photovoltaic power generation project (Tender No. HNHYZBP-16016), and welcome potential qualified bidders sign up.
2. Project summary and tender content:
2.1 Project summary: The total capacity of photovoltaic electric field is 240MW, which is 40MW in this period. Four 35kV voltage level collector lines are used to access the photovoltaic field 110kV booster station; they are sent out at a voltage level of 110kV to access the system substation. A 40MVA three-phase on-load tap-changer was installed in the booster station at this stage, and a 110kV GIS was installed with a 1-wire variable group interval.

3. Bidder qualification requirements:
3.1 A manufacturer with independent legal personality;
3.2 has a valid business license, tax registration certificate, organization code certificate (or business license for triple-incorporated certificate) and the company's safety production license within the validity period;
3.3 With sales and operating performance of similar equipment, providing contract and corresponding end-user use certificate;
3.4 Provide evidence of the production technology and production capacity required to perform the contract;
3.5 Provide evidence of good after-sales service capabilities;
3.6 has a perfect quality management system, and passed the ISO9001 quality management system certification;
3.7 Provide test reports of withstand short-circuit capability of transformers of the same voltage class, same type, and similar capacity, and type test and routine test report of similar equipment;
3.8 If the provided components are to be purchased from a third party, the bidder shall also make a commitment on its quality, and provide the corresponding routine inspection report of the sub-supplier and the bid acceptance certificate of the bidder;
3.9 At the time of opening of the bid, the certificate of the investigation of the files of no bribery crimes issued by the city or county-level procuratorate at the place where the enterprise is located during the validity period is provided;
3.10 The bidder may not have one of the following circumstances:
(1) In the three years prior to the deadline for bid submission, there was a problem of fraudulent bid winning or serious breach of contract, and was criticized or complained by the State Grid Corporation and its affiliated organizations;
(2) In the three years prior to the deadline for bid submission, there existed violations of the relevant laws of the State or the State Grid Corporation of China's prohibition on subcontracting;
(3) A safety accident due to the bidder’s cause occurred within three years before the deadline for submission of bids.
The project does not accept the consortium bid.
